Intro

As the list of countries joining the mandatory implementation of E-invoicing expands, the change cycle to have solutions that prioritize transparency and efficiency increases. Businesses are searching for secure, standardized ways to exchange invoices electronically. This is exactly where PEPPOL steps in to meet the needs; as a proven international framework that simplifies how companies and governments share E-invoices and other electronic documents.

PEPPOL: Understanding The Key Points

First, let’s start by understanding what PEPPOL really is in a brief explanation. PEPPOL is short for Pan-European Public Procurement Online, and it’s an international network developed as a standard of the European Union (EU) and is used to  securely exchange electronic documents including E-invoices between businesses and governments (public sector).

And despite most businesses being based in Europe due to that, this is not the case anymore as more countries around the world including the MENA region are joining PEPPOL such as the UAE. That said, in order to share and receive these electronic documents senders and receivers must be part of the PEPPOL network.

Simply put, think of the PEPPOL network as a postal service that safely delivers mail from one mailbox to another according to a set or rules and standards that must be followed to ensure the safety of the mail being delivered.

Why is PEPPOL Important in E-invoicing Now?

As E-invoicing is growing to be a mandatory requirement in various countries of the MENA region, variations of its implementation have started to show as different countries have set different national standards each according to their rules such as KSA that followed a national strategy according to the country’s local regulations.

E-invoicing in The UAE

Some countries have adopted PEPPOL as their E-invoicing standard. Following that, the UAE has gone further by deciding to implement the PEPPOL 5-Corner mode for E-invoicing instead of the traditional 4-corner model. This UAE model is set to start by 2026.

This specific setup enables businesses and government entities in the UAE to exchange invoices in a simplified, standardized, and near real-time manner, while ensuring smooth and accurate tax reporting to the Federal Tax Authority.

How Does PEPPOL Work?

At its core, PEPPOL acts like a secure, standardized delivery network for exchanging business documents electronically. The standard for the electronic documents or E-invoices transmitted through the PEPPOL network has been set by the EU to ensure all authorities within the network follow the same rules. PEPPOL can be used by private sectors as well as public sectors.

To ensure the transmission process is correctly done, you’ll need what is defined as “Access Point” whose role is to check the documents compliance before securely delivering them to the recipient who will also need an Access Point provider to receive the electronic document or E-invoice. This is known as the 4-corner model as it includes sender, receiver, access point sender, and access point receiver.

PEPPOL Access Point And PEPPOL Authority

A PEPPOL Access Point is the gateway to the PEPPOL network. It’s usually a service provided by an authorized provider that you subscribe to. Through Access Point, your business can securely exchange electronic documents with any organization within the PEPPOL network. When you send an invoice, your Access Point takes care of delivering it to the recipient’s Access Point, which then forwards it directly into the recipient’s system ensuring a smooth, compliant, and secure transfer from sender to receiver.

A PEPPOL Authority is in charge of ensuring Access Point Providers follow the technical requirements and standards as specified by the EU. Such authorities are responsible for both core PEPPOL compliance oversight and the definition of country-specific rules regarding document structure and content.

UAE E-Invoicing: Understanding How The PEPPOL 5-Corner Model Work

1. The Supplier (sender)  uses their own certified Access Point.

2. The Buyer (receiver) uses their own certified Access Point.

3. Both Access Points are certified and regulated by a PEPPOL Authority (in this case, the UAE tax authority or its appointed body).

4️. The PEPPOL Network ensures documents travel securely and in the agreed format.

5. The Federal Tax Authority (FTA) can monitor transactions for compliance and tax reporting.

This model is slightly more controlled than the older 4-Corner PEPPOL setup because the FTA has an oversight role as the fifth corner ensuring that every transaction meets local tax compliance requirements.
